Internal Regulations – Quality Assurance

Preamble:

Within the Ecole Supérieure de Commerce (ESC), Pôle Universitaire de Koléa, a Quality Assurance Cell is established, designated as the “Quality Assurance Cell.”

The Quality Assurance Cell is consultative and reports to the Director of the school. Its main responsibility is to lead and supervise the implementation of continuous improvement in quality at the Ecole Supérieure de Commerce. The cell’s actions encompass various areas of activity, including governance, pedagogy, research, university life, infrastructure management, cooperation, and relations with the socio-professional world.

The Quality Assurance Cells are part of the quality assurance system in the Algerian higher education sector. This system also includes:

  • CIAQES (Commission for the Implementation of Quality Assurance in Higher Education, Decree No. 167 of May 31, 2010): a body under the Ministry of Higher Education and Scientific Research, responsible for supporting CAQ and RAQ in their processes.
  • Regional CIAQES in the east, west, and center.
  • CNE (National Evaluation Council, decree of January 21, 2010).
  • The establishment’s RAQ (Quality Assurance Officer).
  • RNAQES (National Quality Assurance Reference Framework in Higher Education): This document serves as the basis for the quality approach within the university. It contains both references and criteria and evidence used as the basis for evaluation.

Purpose and Objectives:

In order to enhance the capabilities of the Ecole Supérieure de Commerce and meet the expectations of stakeholders, including students, faculty and staff, and socio-professional partners, the cell must strive to:

  • Promote a culture of quality within the school.
  • Improve the level of education and research.
  • Enhance the quality of university life.
  • Improve the school’s ranking in national and international rankings.

The results of internal and external evaluations conducted by the Ecole Supérieure de Commerce will guide the cell in achieving its objectives.

Missions of the Quality Assurance Cell:

The missions of the Quality Assurance Cell revolve around monitoring the implementation of the quality policy of the ESC. The main missions of the Quality Assurance Cell are:

  • Assisting in internal and external evaluation and audit actions.
  • Proposing and monitoring quality improvement projects.
  • Introducing and reinforcing best practices.
  • Engaging in information and awareness activities on quality topics.
  • Ensuring training of its members in the field of quality.
  • Conducting environmental monitoring, particularly of national and international texts and regulations related to quality assurance.

Members of the Quality Assurance Cell:

The Quality Assurance Cell is composed of twelve individuals as follows:

  • Pr. Annabi Bénaissa, President of the cell;
  • Tari Med El-Arbi;
  • Dr. Berriziga Amina;
  • Dr. HAMOUCHE Ouahchia;
  • Dr. Mahdid Malika;
  • Dr. Ouslimane Meriem;
  • Mme ABBAD Imane;
  • M. Moussaoui Ali;
  • M. Bakhti Kamel;
  • Mme Djeddai Nassima;
  • Mme Nechaouni Assia,
  • M. Bouteldji Mohamed.

Article 1: Members of the Cell are appointed by the Director of the School for a term of three years, renewable. In case of resignation or departure, a new member is appointed under the same conditions as the departing member and serves until the renewal date of the instance.

Article 2: The Director of the School appoints the Quality Assurance Officer who chairs the meetings of the Cell. In case of the absence of the cell’s responsible during a session, the members present elect a chairman from among themselves.

Article 3: Depending on the agenda of the session, any relevant and competent person may be invited to participate in the meeting, at the discretion of the responsible of the cell, in an advisory capacity.

Article 4: There are at least 3 meetings per year. They are convened by the responsible of the cell based on an agenda, one month in advance by mail or mail, with a reminder fifteen days before the meeting. The cell can meet as many times as necessary in an extraordinary session at the request of its responsible or two-thirds of its members.

Article 5: The secretariat of these meetings is ensured by the quality cell (agenda, convocations, minutes). The minutes of the meeting are sent by the responsible of the cell to the director and all members of the cell.

Article 6: Decisions are made by an absolute majority of the Committee members (50% + 1 vote). Each member has one vote with the possibility of proxy. Each member can only receive one proxy. Votes are cast by a show of hands. In case of a tie vote, the President’s vote is decisive.

Article 7: At least two-thirds (2/3) of the members must be present to reach quorum. In the absence of a quorum, a new meeting is convened within 7 days under the same conditions, and it will be held with the members present.

Article 8: Membership in the Cell will be lost after three consecutive unjustified absences.

Article 9: Members must promote the implementation of quality assurance, disseminate information, and report to the Cell.

Article 10: The responsible of the cell coordinates the activities of the cell and ensures coordination between it, the responsible, and the structures of the institution to ensure its mission under the best conditions.

Article 11: The responsible of the cell participates in the writing of internal evaluation reports. He ensures the validation, dissemination, and archiving of these reports with the help of the relevant structures and bodies of the institution.

Article 12: The responsible of the cell ensures the proper functioning of the cell and ensures the availability of the necessary means to carry out its mission.

Article 13: The responsible of the cell provides external evaluators with all the information necessary for the accomplishment of their mission.

Article 14: The Quality Assurance Officer serves as an interface for quality matters between the affiliated university institution and the quality assurance commission of the supervisory ministry.

Article 15: The cell monitors the implementation of local and national action programs aimed at continuous improvement of the quality of training, research, and institutional functioning.

Article 16: The cell leads internal evaluation processes in the areas of governance, education, research, and student life, and supports the development of best practices in these areas. To this end, it prepares procedures and develops the necessary files and documents.

Article 17: The cell ensures the preparation, implementation, and monitoring of self-evaluation operations at the school level.

Article 18: The cell contributes to the success of capitalization, sustainability of the institution’s experiences in terms of quality assurance, and contributes to any local, regional, or national action in the field of quality assurance.

Article 19: The cell coordinates the preparation of self-evaluation reports.

Article 20: The cell leads continuous training operations for its members in the field of quality assurance.

Article 21: The quality assurance cell ensures the organization of the dissemination of its work to the management, bodies, and staff of the school through distribution on the school’s website.
