Similar to universities worldwide, the higher education and scientific research sector in Algeria is impacted by:

– The growth of student numbers in higher education.
– Increased demands for quality and relevance.
– Diversification of academic programs.
– The dimension of internationalization and openness to private institutions.
– Financial difficulties.
– The mismatch between university education and the job market, leading to increased graduate unemployment.

In addition to these challenges, there are issues such as:

– The difficulty of professional integration for graduates.
– University research disconnected from national realities and profound global changes.
– The significant impact of the COVID-19 pandemic on the mode of education, with universities and schools forced to shift from in-person teaching to online education, disrupting expected outcomes.

Furthermore, the massification of higher education has led to the search for new ways to ensure and improve the quality of university services in terms of education, scientific research, governance, etc.

In this context, implementing a quality approach in Algerian universities and institutions becomes a necessity for the various stakeholders involved, including scientific authorities, public authorities, students and their parents, the business sector, and society as a whole.

This initiative aims to enhance the quality of various university activities, including education, scientific research, governance, student life, international cooperation, and relations with the socio-economic environment.

In this perspective, the establishment of the Quality Assurance Process, initiated in 2010, gave rise to the National Evaluation Committee (CNE) and the National Implementation Committee for Quality Assurance in Higher Education (CIAQES).

The Higher School of Commerce has committed to following the quality approach and diligently respecting the steps of implementing Quality Assurance. This commitment is essential to initiate the self-evaluation process according to the National Reference Framework for Quality Assurance in Higher Education (RNAQES), which was adopted and provided to institutions’ leaders in October 2016 during the first national conference of universities presented by the Ministry of Higher Education and Scientific Research (M.E.S.R.S.).
